Manually apply/add discount promo codes to customer subscriptions from Admin dashboard

We need a way to easily apply manual discounts or promotion codes to customer subscriptions directly from our admin dashboard when customers cannot find the promo code field during checkout. This has come up multiple times (e.g. for user Barbara Ehret barbaraehret@outlook.com trying to subscribe to PGC).
